Uraia Trust is implementing a five-year programme titled: ‘Strengthening Public Accountability and Responsiveness in Kenya Programme (SPARKe).’ Supported by the Danish Development Agency, the programme aims to increase responsiveness and accountability in Kenya’s public spaces.
The programme strategy focuses on building knowledge and strengthening the skills of citizens and duty bearers to promote constitutionalism, adhere to the rule of law, and monitor service delivery. The strategy further supports government agencies to develop or review policies and legislation that enhance constitutionalism, the rule of law, and improved service delivery.

Key Achievements:
- Increased accountability in decision-making processes: The knowledge building and skills development for citizens and duty bearers has increased citizen participation in governance processes at national and county levels, leading to accountability in those processes.
- Improved policy and legal environment at the national and county level: National and county government agencies have developed and reviewed policies and legislation due to advocacy work undertaken by Uraia’s Implementing Partners. These include the development of county civic education frameworks, county health, and education sector policies, and national election and public participation laws.
- Improved service delivery in health and education sectors at the county level: Citizen networks monitor and oversee county government performance in the health and education sectors, leading to improved service delivery.
